Subject:   Information sought under Right to Information Act, 2005 by Shri.V.K.Cherian regarding grant to Federation of Film Societies and National Film Awards.

This is with reference to your RTI application dated 14.05.2012 on the subject mentioned above.

2. In this regard, it is stated that based on the records available in this desk, requisite information in respect to the queries raised in the application is furnished as under:-

1) (a)&(b)    Yes, Ministry of Information & Broadcasting released grant in aid to Federation of Film Societies of India under the 10th Plan Scheme "Non-Government Organisation engaged in anti piracy works/Festivals" and under the 11th Plan Scheme "Export Promotion through Film Festivals in India & Abroad". The year wise release of grant to FFSI as available in the record is as follows:

5)                As regards question No.5 relating to National Film Award, this portion of the application has been transferred to Directorate of Film Festivals for furnishing the relevant information.

3.       Under Section 19(1) of the Right to Information Act, 2005 an appeal can be filed within 30 days from the date of receipt of the reply before the first Appellate Authority, whose particulars are given below:

In supersession of this Ministry's Letter No.301/09/2007-FF dated 11tH July, 2007, I am directed to convey the approval of the competent authority in terms of Rule 18 of the Delegation of Financial Power Rules, 1978 to the implementation of the Directorate of Film Festival's XI Plan Scheme "Export promotion through Film Festivals in India and abroad" during the years 2007-08 to 2011-12 at an outlay of Rs.2069 Lakhs for the following Programme/Activity:-

2.       DFF will prepare detailed guidelines for release of funds to NGOs/State Government Organisations with prior approval of the Ministry.

3.       DFF will also obtain prior sanction of the competent authority for incurring expenditure on the above Plan Scheme. The above approval for the years 2009-10, 2010-11 and 2011-12 is subject to approval of outlay/availability of budget for the respective years.

4.       This issues with the concurrence of Integrated Finance Division vide their Dy. No.173/2008-Fin.II dated 13.03.2008.
